The City/District Nutrition Program Coordinators of Metro Manila are optimistic and excited to use the new Monitoring and Evaluation of Local Level Plan Implementation Tool (MELLPI).
The new tool named MELLPI Pro was introduced and discussed during the PPAN Movers’ General Assembly attended by the Local Nutrition Program Coordinators of Metro Manila on January 29, 2019 at SM Aura in Taguig City.
The MELLPI Pro is the updated monitoring and evaluation framework and system for the nutrition sector covering assessment of nationwide initiatives along policy and legislation, nutrition service delivery, and capacity building. The tool is called MELLPI Pro because it is a Protocol that includes procedures and tools; Promotive since it promotes awareness and observance to existing laws, rules and guidelines; Progressive that scoring is based on desired progress of LGUs in terms of nutrition program implementation and Professional because it promotes professional and objective review of evidence.
The MELLPI Pro aims to monitor and evaluate the state of nutrition security at the local level based on local government unit accomplishments in service delivery systems and nutrition workforce performance. It covers two parts: an institutional component which evaluates various organizational attributes pertaining to nutrition governance in local government units and the worker component which evaluates the management performance of frontline nutrition staff at the local level.
The MELLPI Pro replaces the old MELLPI tool. The old MELLPI tool assesses the local nutrition program using efficiency and effectiveness criteria while the new tool emphasizes assessment of LGUs’ progress toward compliance to quality standards; evidence-based validation; and mentoring through joint discussion for learning and action discussion with the LGU or nutrition workers assessed.
All the Nutrition Action Officers and the focal Nutritionist-Dietitians of Metro Manila will be trained on the MELLPI Pro this February 2019.
