The Regional Nutrition Committee (RNC) and the National Nutrition Council (NNC) of the Department of Health (DOH) launched the Regional Plan of Action for Nutrition (RPAN) 2019-2022 on 13 March 2019 during the 26th League of Nutrition Action Officers of Region I, Inc. (RLNAOs) held at the Vigan Convention Center.

Medina, CHR Regional Director Harold Kub-aron, Ilocos Sur Board Member Efren Rafanan representing Ilocos Sur Governor Ryan Luis Singson, Dr. Jimuel Cardenas representing DOH-CHD1 Regional Director and Regional Nutrition Committee Chairperson Dr. Valeriano Jesus Lopez , RLNAOs President Mr. Floramante Yadao, members of the Regional Nutrition Planning and Evaluation Team (RNPET) and Nutrition Action Officers (NAOs) of the region.

Through a video commitment, the RNC member agencies committed their full support in the implementation of the RPAN and joined the NNC and DOH in declaring war against malnutrition in the region.


The RPAN 2019-2022 is the region’s response to address the alarming nutritional problems in the region and contains key elements expected to contribute to the attainment of the PPAN 2017-2022 national goals and targets. It embodies the commitment and accountabilities of the Regional Nutrition Committee (RNC) member agencies as a contribution of the to the proportionate share of the malnutrition burden in the country and provides estimated budgetary requirements for each of the identified programs and projects.

The RPAN consists of 1 nutrition sensitive, 1 enabling and 9 nutrition specific programs with 11 programs and 42 projects. The 11 programs follow the life stages of the Department of Health and major programs to the Philippine Plan of Action for Nutrition (PPAN), 2017-2022.

The RPAN provides focus on the First 1000 Days and Supplementary Feeding given its huge potential in addressing nutritional issues in the region

With the efficient and cohesive implementation of the RPAN 2019-2022, together, we will win our battle against our enemy – hunger and malnutrition.
