Members of the Regional Nutrition Evaluation Team (RNET) simulating the desk review using the MELLPI ProThe members of the Regional Nutrition Evaluation Team (RNET) of NCR completed a two-day training on the Updated Monitoring and Evaluation of Local Level Plan Implementation Protocol (MELLPI Pro) on March 6-7, 2019 at St. Giles Hotel in Makati City.

This year’s RNET is composed of Ms. Josefina H. Serneo (Metro Manila Center for Health Development),Ms. Melissa Lourdes F. de Mesa (Department of Social Welfare and Development – NCR), ARD Joyce dela Paz-Hilvano (Commission on Population and Development-NCR), Mr. Richard M. Tolentino (Philippine Statistics Agency), Ms. Aurora E. Halcon (Department of Labor and Employment -NCR), Mr. Kelvin John P. Gaen (Department of the Interior and Local Government-NCR), Mr. Kevin P. Agcaoili (Nutrition Foundation of the Philippines), Ms. Rose Ann I. Marquez (Nutrition Center of the Philippines), Ms. Ma. Elena V. Navarro (Grace Family Helper Project), Mr. Jhann Paul V. Cornel (Bantay Bata 163 ABS-CBN Lingkod Kapamilya Foundation, Inc.), Mr. Rolando T. Yu (Polytechnic University of the Philippines-San Juan Campus), Ms. Maria Vicenta C. Magpantay (Polytechnic University of the Philippines-Main Campus), and Mr. John Kristoffer B. de Jesus (University of the East) and NNC-NCR Nutrition Officer I Ms. Mary Agnes Beatrice R. Menorca.

NNC-NCR Regional Nutrition Program Coordinator Milagros Elisa V. Federizo, NOIII Emerenciana L. Francia, PIA Information Officer III Lucia F. Brono and Grace Family Helper Project Program Coordinator Victorino S. Viray, III and NO II Theresa A. Rivas facilitated the training.

The team welcomed the MELLPI Pro with optimism. “MELLPI Pro is a way to encourage local government units to perform better. The evaluation is not an audit but a strategy to guide and mentor these LGUs”, NPC Milagros Elisa V. Federizo said during her message to the participants. She also added that she is optimistic that the implementation of the new MELLPI tool will be a success in NCR with the support and cooperation of LGUs and RNET.

On February 26-27, 2019, nutrition workers from the 17 LGUs in NCR composed of CNAOs, Assistant CNAO, Medical Nutrition Program Coordinator, City/Municipal Nutrition Program Coordinators and members of local nutrition committees were also trained on the new MELLPI tool.

The MELLPI Pro is the updated monitoring and evaluation framework and system for the nutrition sector covering assessment of nationwide initiatives along policy and legislation, nutrition service delivery, and capacity building. The MELLPI Pro aims to monitor and evaluate the state of nutrition security at the local level based on local government unit accomplishments in service delivery systems and nutrition workforce performance. It covers two parts: an institutional component which evaluates various organizational attributes pertaining to nutrition governance in local government units and the worker component which evaluates the management performance of frontline nutrition staff at the local level.

With these MELLPI Pro trainings and discussions in various meetings in the region, Metro Manila Local Nutrition Committees (LNCs) and RNET members are now ready for the MELLPI which will happen from March 12 to April 11, 2019. (ELF/NPC MEVF/NNC-NCR)
