blended meeting of RSCWC March 24 2021

March 24, 2021 – Star Hotel, Davao City, NNC XI joins the 1st Quarter Blended Meeting of the Regional Sub-Committee for the Welfare of Children wherein three resolutions were approved:
1. A Resolution approving the 2021 RSCWC XI forecast agenda to be highlighted during quarterly meetings and monitor its progress;
2. A Resolution adopting the 2021 CWC thrust and priorities incorporating to RSCWC XI annual work and financial plan and other regional activities;
3. A Resolution approving the 2020 RSCWC XI accomplishment report and its submission to the Council for the Welfare of Children and Regional Development Council XI.

John Warry R. Fernandez, Nutrition Officer II, also shared the 2020 accomplishments of NNC XI particularly in the media mileage and enforcement of the Executive Order No. 51 (National Code of Marketing of Breastmilk Substitutes, Breastmilk Supplement and Other Related Products) last 2020 wherein NNC XI has detected and warned a lot of violators within Davao Region. These were in regard to the Advocacy on Policies and Programs for Children to LGUs, NGOs, Partners, Media and Stakeholders in the Region as identified by CWC as a function of the partner agencies. NNC XI has also done its part in the Coordination in the Planning, Implementation, Monitoring and Evaluation of Policies and Programs for Children which six resolutions were approved by the chairperson of the Regional Nutrition Committee, Dr. Annabelle Yumang, MD, MCH, CESO IV in the last quarter of 2020:
1. Resolution No. 01, Series of 2020: Adopting the Regional Plan of Action for Nutrition for CY 2019-2022
2. Resolution No. 02, Series of 2020: Adopting the Early Childhood Care and Development for the 1st 1000 Days Program to address stunting in Davao
3. Resolution No. 03, Series of 2020: Enjoining all Local Government Units (LGUs) to support the Early Childhood Care and Development for the First 1000 days Program through classifying the nutritionally at-risk pregnant women
4. Resolution No. 04, Series of 2020: Approving the extraction from Operation Timbang Plus data on IP Children as regional baseline on the nutritional status of IP children aged 0-59 months old
5. Resolution No. 05, Series of 2020: Adopting the National policy on nutrition management in emergencies and disasters
6. Resolution No. 06, Series of 2020: Organizing the nutrition clusters at the regional and local levels to manage nutrition interventions during emergencies and disasters in Davao Region

The Council for the Welfare of Children (CWC), as the lead advocate and monitor of child rights protection and promotion in the country, is purposively working towards strengthening its network for the advancement of its core organizational commitments and translating into action its vision of attaining a Child Friendly Philippines: A Caring and Protective Society for, by and with Children. One major challenge in the realization of this vision is to put in place a strong functional multi-level mechanism that will deliberately pursue efforts towards the attainment of this vision to as wide a coverage as it can reach down to the grassroots level.
The Regional Sub-Committee for the Welfare of Children (RSCWC XI) is a major counterpart structure of the CWC at the sub-national level and serves as the critical link between the national and local government. As a governance structure, it provides direct assistance to Local Government Units (LGUs) and is accountable to both the Regional Development Council (RDC) and the Council for the Welfare of Children. It also promotes and enhances regional coordination and harmonization of efforts for the protection and well-being of children.
