PALO, Leyte – The town of Capoocan in Leyte through the initiative of Municipal Nutrition Action Officer (MNAO) Ms. Matilde Leonzanida and supported by Mayor Fe Claire Carolino-Paragatos conducted 2022 BNAP Formulation.
All 21 barangays participated in the said planning workshop. Participants were Punong Barangays, Kagawad on Health, Brgy Secretary/ Treasurer and Barangay Nutrition Scholars (BNSs).
It is unfortunate to note that the 21 barangays do not have functional Barangay Nutrition Committee (BNCs) and hence also devoid of Barangay Nutrition Action Plan (BNAPs).
With the issuance of Department of Budget and Management-Local Budget Circular (DBM-LBC) 82 provides that a BNAP is an accompanying document in the formulation of Barangay Development Plan (BDP) and the subsequent approval of the baranagys’s annual budget.
So the MNAO and LCE deem it appropriate to conduct the planning- workshop to be compliant to the approval ratings their annual barangay budgets.
Meanwhile, the implementation of the Mandanas-Garcia Supreme Court Ruling next year is an opportunity for the barangays to put or increase its investment in nutrition.
The implementation of the Mandanas-Garcia Ruling will increase the local government units (LGUs) including barangays their National Tax Allocation (NTAs) or formerly known Internal Revenue Allocation (IRA) by 37% to 40%.
With this development, the barangays can increase their investment in nutrition particularly those activities in the First 1000 days. #NPC-CPD
